Personality: Mizuko has been described as a hothead with an itchy trigger finger. He chafes under restriction, preferring to do things his own way, rather than "by the book". He has a strong sense of right and wrong, however, and most of his "outside the book" efforts go towards bringing the criminals to justice any way he can. He highly respects individuals whose efforts are geared in this same vein. When he is unable to do this, it eats at him, and is not lightly shaken off—failure does not agree with Mizuko—if anything, it only gets worse the longer he is unable to do anything about the situation.

Overall, he is a highly dedicated, loyal dragon, who would take action over sitting around talking in a crisis. If you have his respect, and therefore, his loyalty, he will follow you to the ends of the earth. He cares for his crew, whether they are on equal footing, or have a superior-subordinate relationship, very deeply.

His mission goals are of the utmost importance in his mind, above all else, even the needs of others—save for those in his squad. Duty is important to him, and he is easily frustrated when he can't do what he has deemed to be his. His upbringing dictates that he places the good of the many over his personal goals. He sees things in, as he says, “black and white”. Either someone is innocent, or they're a criminal. Gray is… difficult for him. Indicating that when the facts point in different directions, he starts to lose sight of what it is that needs to be done.

Mizuko's personal life is disastrous. He's rather jaded but lately has been coming more of a rogue cop. He can be racist, taking a broad view of a certain race, but is willing to change his views on an individual basis.

Horns/Spikes: There's spikes on his head. They're blue and infused with a golden colour metal yet the metal is unknown. Spikes rundown his back a little bit longer than the ones on his head but all and all the same colour/design.

Abilities:  Biological Adaptation: Leviathans are an offshoot of their land dragon that is biologically adapted to the deep ocean environment. For most Leviathans, this means that can breathe underwater, endure the pressures of the deep (among other adaptations), and can only spend a very limited time out of the water. Mizuko also possesses supernatural levels of strength, speed, endurance and durability, all by-products of his body being adapted to survive unprotected in the tremendous pressures of the ocean depths. Although other Leviathans possess similar adaptations.

Amphibious Nature: Mizuko can breathe underwater and on land. He can be immersed indefinitely without suffering any ill effects for one to two days. This length can be extended by the humidity in the atmosphere (two to four days) but eventually, prolonged dehydration will weaken him thus he must return to an aquatic environment.

-Flash: Not just used for communicating but also for defense.  Mizuko will flash whatever is attacking him and swim away. It comes from his back spines. (1,200 lumens. Basicly a flashlight level)
Strengths:
-Strength: Living in the ever loving crushing pressure of deep water, Mizuko has gained strength most would be jealous/scared of. No, he can't smash a mountain into pieces. (I'm kinda having troubles deciding where his strength should stop. I personally was thinking about certain armor/scale types that he could pierce through them easier but not like shatter them into pieces or maybe castles? I am fearful that since is size if acceptable might  conflicting with his strength since he might be too overpowered.)
-Tactics While reading and studying are two of his more mainstream hobbies he has developed an on-the-spot fighting strategy. Meaning he'll think of ways to take out an enemy based off of what has worked for others when fighting almost the same type of dragon. This also led him to be a great war strategist.
-Speed in water: 68 mph for an hour.
-Flash: Not just used for communicating but also for defense.  Mizuko will flash whatever is attacking him and swim away. It comes from his back spines.
Weaknesses:
-Size: Makes him an easy target to hit since he can't really dodge.
-Speed out of the water: As the expression goes; "a fish out of the water." While he isn't flailing around gasping for a chance to breathe, his speed has decreased immensely. His top running speed is 20 miles per hour for about one hour. This can also decrease depending on how long he's been out of water can greatly affect his speed and distance.
-Temper: Take what's his he will react with great force and will do anything to take it back.
-Inability to fly: Those with wings can easily outmaneuver him. This gives the winged-creature a major advantage.
-Quick to judge: He either sees you as an enemy or not. This can lead to big misunderstandings.
-Lightning/Ice: Two of the most effective elements against Mizuko.


Fighting Style: Mizuko will try to lead his target to water and pull them into his domain so he has the advantage. Other than that he doesn't have a "fighting style".
Magic:
Water manipulation:
-Tendrils: Usually spear-like water tendrils will come from whatever water source is around him. (15 ft) (3 post effect) (3-4 post cooldown)
-Water beam: Mizuko shoots a straight beam of water. While damaging, it's also really easy to dodge. This it's only shot in one direction and takes ten seconds to fire It last for a good min. (10 ft) (1 post effect) (4-5 post cooldown)
-Tidal waves: Mizuko can call forth huge water waves to crash down at his targets. The max he can do is 15-20 ft. (Looking online tidal waves are 500 mph but I'm going to make it 68 mph) (1 post effect) (6 posts cooldown)
-Mizuko can only use his magic whenever he's touching water.
( Looking at a suffering website it states, "Once wave heights reach 9 to 10ft., the surf height is said to be double overhead or 2X overhead. Meaning that it’s 2 times as tall as the surfer riding it. This is medium to large surf." I also looked at tsunamis and they're little too overpowered. )

Strengths
*Speed in water: This is too fast, especially for water. The fastest swimming organism only swims at 68 mph (110kmph).

*Combine Temper with Impulsive, as it is basically the same thing
*Magic: Add this to description in your magic area instead of weaknesses
*I'd add some weakness here too, like what REALLY hurts him. Electricity? Ice?

Strengths: -Size: He's bigger than most dragons if he wanted to he could easily overpower dragons that are way smaller than him. (Fifty and below)

That's OP as fuuuu-

Edit: Just because they're smaller than him does NOT mean this dragon can overpower them. Hell, smaller dragons can dart in and away from such a "large dragon". I could literally make a dragon smaller than this and beat you in a 1v1.
This is an OP trait. Maybe you can overpower some but not all.
