Personality: Pearla is a proud leader of the whales, so she has gained leadership skills and decision making during her time in the Ocean. Having just stepped into dragon territory recently, she don't know much of how society works in these areas yet she is very inquisitive about it, and could lead her to deep trouble. However, she is a very fair and friendly dragon because of her upbringing and is willing to make truce with those whom she had met along the way. She also yearns to learn about random stuff like history in the past and how the world works, only if she could read books. She hates the idea of war and bloodshed and believe there are much better way to resolve things than bring unnecessary wars.

Abilities:
~Pearla is a whale version of a Selkie: She can shift between her dragon form and her whale form depending on whether if she's on land or in the sea. On land or small bodies of water= dragon, in large bodies of water or in the sea = whale. At the moment, she cannot switch between forms at will.
~Pearla can speak to Whales, Dolphins, Porpoises and Seals  
~Echolocation: This ability is very useful for mapping the area that otherwise, vision wouldn't be able to. Her sonar can reach up to 500 feet.
~She has super strength in her dragon and can carry things three times her size with ease.

Weaknesses:
~Lacking in flight ability
~Extreme temperatures (Ice and fire)
~Although having had lived with the wise whales, Pearla is naive as she hasn't been on dragon's territory for long
~Any threats to the Whales and/or other sea life (besides those who hunts for survival) Will break her down instantaneously.    
~She has weak spots located on both sides of the body, just under the wings. This is because she doesn't have thick scales protecting it.
Fighting Style: On land: look for an opening and disorient then attack. In the sea: Gulp.  
Magic: Péarla can manipulate water in her dragon form using the water orb that always follow her.  Using the orb, she can form water spears that when thrown at an opponent, disorient them or choke them (if aimed at the mouth). It can go as far as 98 feet and can travel to speeds of up to 30 m/s
The orb can create compacted replicas of itself to be used as high pressured water explosives and can be detonated at any time. It explodes in a 52 feet radius and the force is powerful enough to destroy rocks and stun opponents larger than 5 feet. Only one can be created at once. The cloned orbs can travel as far as 156 feet, in speeds of 6m/s, before Pearla loses control of them and instead they wander about until they run into something and explode.
The water orb + attacks can be countered by ice, wind and projectile deflecting abilities and there is enough water in the orb to create 19 water spears. It also can be refilled by water + none of the orb's abilities works underwater due to lack of velocity.

Two things. Firstly, "Lord" of Whales can be a self appointed title, but it won't be official ;P

Second, how fast can the water orb/spears move, and how far?

You need to put weight limits as a pile of feathers three times her size vs a pile of steel three times her size are very different.
