Personality: With an alluring glare, and a sharp mind, the phantomous Havoc Rain has a hell of an attitude.  He is deceptive, and cunning.  Though he has a good heart, he is defiant towards others and hates it when he is disrespected, though he can be a bit disrespectful towards others.  He is intuitive, and can easily read others.  He has a slight temper, but his temperament is usually reserved and static at being mellow.
Hobbies: Havoc Rain likes to explore and meet dragons.
Likes: Havoc Rain likes meeting new dragons, especially those who are more interesting.  He likes to travel, hunt, and instigate.  He likes magic and reading, and night time.
Dislikes: He doesn't like fighting, being around water, nor feeling insecure.
Fears: He is afraid of feeling judged, especially if other dragons feel he is a coward.  He does fear fighting.  He fears he won't find a mate.

History:Growing up, Soulcry and Havoc have always been close.  They were abandoned since Havocs birth, though since Soulcry is about 4 years older, he's always been protective of him.

Abilities:
Illusionist - Havoc rain is adept with creating illusions, including making his body transparent, and projecting images.  Typically this doesn't have any offensive advantages, but he likes to get creative with it.

Black Lightning Breath - Cascades of lightning can be shot from his mouth.

Telepathy - Usually with soulcry

Strengths: Havoc is fast, so he can evade most battles.  He is not usually a fighter, he mostly depends on his brother soulcry to help him with that.  But he does like hunting.
Weaknesses: Havoc Rain isn't very strong overall.  Even his storm breath is a weaker attack, making him very vulnerable if he is not near his older brother, who is very athletic and powerful.
Fighting Style:
Flee!  To be honest he will mostly let his brother do the fighting, unless Soulcry absolutely needs the help.
Magic:
Havoc Rain is adept with his abilities in magic which allows him to recover his health slowly.  It's always active.  He can also manipulate people's minds, he can force them to forget everything or anything they know temporarily.  He can make an opponent his size also have a temporary paralysis.

~Illusions, how long do they last? How much strength does his take out of him? Transparent body? How long does that last? Can't dragons see his shadow?
Projecting images: What kind of images? How long do they last? What are they made of?

~What is the temperature of these lighting blasts? How far can they shoot? What do they do when they touch the enemy? How large or small are they? How long can he hold this lightning blast? Just a bit more description on this one.

~Strength is only one. Storm Breath wouldn't be a weakness. That would be in abilities (even if you are saying it isn't that strong that information should be in abilities not weaknesses)

~Recovering health slowly. How slowly? 2-4 posts? How is it always active?

Manipulating another character's minds seems a bit OP to me, even on the outskirts of GM. But if you can go more into depth; how long does it last? How does he do it? How close does he have to be? What is the range? Does he have to be touching the dragon? Can a dragon block it out?
