Magic: vernier wings: increases flight speed, wings appear to produce thrust by magical means, duration 2 posts, usage limit 5 times/day, 1 post recharge between uses, shock flash: charges his body with lightning, upon contact with another it scrambles their senses making them see sounds and hear colors as well as tasting smells and smelling tastes, duration of effect 3 posts, usage limit 4 times per day, charge time between uses 6 posts, his magic usage limit and recharge time will improve as he gets better, upon mastering his magic his usage limit increases to 8 for vernier wings and 6 uses for shock flash, recharge time is reduced by 1/2, shock flash also throws off the target's aim and those with resistance to lightning can also resist it. This is obtained after using his magic a total of 200 times.

A. Make sure you remove the parenthesis once you have your information down! The initial guide questions, like: (What is your character afraid of? At least 2) Also! Another minor formatting thing while we're at it, make sure to capitalize! Names, places, names, etc...

Abilities: Details details details! I'm going to need limits and ranges for these, how far, how long, can it be used as a weapon, how many times per day, etc... As many details as to his limits as possible please! And what does this "manipulation" do specifically? Can he make lightning blades? Wind shields? Blow people backwards? Speed himself up with the wind? Any details you can give would help!!

Strengths: Unfortunately, super sonic speeds are 768 miles per hour, and the maximum speeds for a draconiforme is 120mph (~53.6m/s); dives are an exception to this rule, but all the same, may not exceed speeds of 140mph (~62.6m/s). So refine this accordingly!

Weaknesses: You need to have one more weakness than you do strengths!! So since you've got 2 strengths, you need 3 weaknesses; Right now you've only got 1 weakness, his frail body. You need 2 more!!

Magic: Pretty much the same as Abilities! I need more details about your limits here, how long the wings stay up, how much faster they make him go, whether or not there's a cool down or casting time, etc... And as for the Shock Flash, can the other person resist the effect? How many times can he do it per day? Is there a cool down period? Any other details you can add will help!!

Minor thing that I just noticed, what do you mean when you say "a light necklace"? Is that talking about it's weight? Or is it supposed to be some sort of magic necklace that's enchanted with some sort of light magic?

Abilities: Does "has to rest the remainder of the day" mean that he has to sleep for the rest of the day? That he just has to not do anything super difficult or tiring, but he can just read or something easy like that?

Strengths: For the same reason as before, "can fly faster than any dragon" isn't going to work here either. There are other dragons who can fly/run/swim/move at that maximum speed as well, so saying he can fly faster than any other dragon would be breaking that site-wide speed limit again. But! If you change it to "can fly faster than most other dragons" would be fine, as it leaves wiggle room for those other super fast dragons. Only the Sith deal in absolutes...

Weaknesses: It seems like "combat limited to hit and run" is a direct result of "he has a frail body and bones due to it being built to be as light as possible", and as such the two should be combined into a singular weakness. But that still leaves you with three Weaknesses compared to 2 Strengths, so you're still fine on the balance aspect!!

Magic:

Vernier Wings: Like I've mentioned before, the maximum speed for any dragon in any way, shape, or form is 120mph (140mph for a dive). So if Vernier wings "increases flight speed", then his usual speed has to be less than 120mph. Because, if his normal speed was already 120mph, then Vernier Wings would break that site-wide speed limit and would therefore not be permitted, kinda see what I'm getting at? It can't boost his speed above the accepted limit, so his normal speed would have to be lower than 120mph for this spell to have any (approved) effect at all.

Shock Flash: Again, can the other person resist this? And does it have any sort of stunning or other debilitating effects (such as throwing off their aim or something) that comes along with the scrambling of the senses? Or does it just leave them disoriented and confused for the duration?

More specifically, I guess I'm just asking for a specific milestone he has to pass in order to master said magic. Just so that this isn't an immediately available power increase that you can pop whenever you want. Granted, it's not a huge increase, but it still needs some sort of limit on it.
